AbstractThe propagation of electromagnetic wave in both time-independent and time dependent magneto-electric (ME) media is investigated in detail. For the time-independent ME media it leads to the double Jones birefringence, besides, the condition for the appearance of D'yakonov surface wave has been found. For velocity dependent fluid media the scattering of light is discussed.
