Abstract东半球空间环境地基综合监测子午链项目(简称子午工程)是中国空间天气领域首个国家重大科技基础设施建设项目。子午工程具有多部门共建共管、地域跨度广、监测手段多、设备种类多等特点,由此带来工程建设组织管理方面的一系列挑战。在充分借鉴和融合科研管理与工程管理思想和方法的基础上,探索性地形成一套符合子午工程特点的三维一体矩阵式管理模式,有效地应对工程建设管理所面临的各种挑战。
Other AbstractThe Eastern Hemisphere Space Environment Integrated Monitoring Meridian Chain Project (the Meridian Project) is the first national major science and technology infrastructure project in the space weather field.The Meridian Project has the special characteristics of multi-department co-construction and co-management,wide geographical span,various monitoring methods,and a huge amount of equipment category,which give rise to a series of challenges in terms of organization and management of the engineering construction.On the basis of fully drawing on and integrating the ideas and methods in scientific research management and engineering management,we have exploratively structured a three-dimensional integrated "matrix" management mode to help deal effectively with various challenges of the project.
